These clips allow you to securely clamp down the riser adapters with the USB cables inserted directly to the PCIe slot of your motherboard, and will help keep them upright and stable, as quite often the adapters will not snugly fit into the slot by themselves, and will even tilt to one side. That can be dangerous because of a short or perhaps even damage the hardware! Damage could be caused not just to the riser adapter but other connected hardware can be at risk as well!
