    I'm not sure how this works. Im Not sure if this fastened to a post horizontal or vertical. Quite the engineer(s) made these. The inside has a turnstile type opening that turns freely.  US Mail is embossed on the outside on the tube. The metal appears to be galvanized. All the parts seem to be here but I do t know for sure.
