Vintage 80s Neon Shorts Hawaiian Rays US Size M (Elastic Waist 25” Resting)

Totally awesome shorts. Could be worn as swim trunks but there isn’t lining like most swim trunks these days have. Last two pics show shorts inside out. There is a draw string. There are pockets in side seams. All pics are of the same one pair of shorts. See all pics for details & enlarge each pic for a closer look.
These could be worn by him or her depending on your style.
Please go by measurements as vintage sizes tend to run differently (smaller) than modern day sizes.
Elastic waist. Resting, waist measures 12 1/2” from side to side. Pulled taught goes up to 16” from side to side. But, in my opinion, it would not be comfortable this taught. Stretches more comfortably up to 14 1/2” (maybe 15”) From Side To Side.
Waist to hem is 17 3/4”.
Rise (crotch seam to top of waist) is 13 1/2”.
Inseam (crotch seam to end if leg) is 6 1/2”.
Bottom of leg measures 11 3/4” from side to side.
